For a basic blog-type site, give Blogger a shot.

For experimenting with various web design layouts, and FTP capability to publish your site with a program like Microsoft Front Page or Adobe/MacroMedia Dreamweaver, Tripod
BUT, if there is any remote chance that you're thinking of earning some money with your site, then avoid the free services and shop around for a reliable and low-cost domain name registrar and hosting service (many companies provide both services).
The reason? Any affiliate or advertising program that you want to put on your site is going to want to check it out first before approving you, and I have yet to encounter one client with a free-hosted site who got approval for anything, including Google AdSense, Commission Junction, Amazon, and a host of others.
Let's also take into consideration that any potential customer visiting your sight will be getting a first impression. What kind of trust and loyalty do you build if you cannot afford to put $4 a month into your own business? Anyway, here are some links...

The answer really depends on your level of experience with web programming and what you want on your website. There's plenty of tutorials on code on the internet. So the first thing you do is find a host for your site. A host is a company that provides a place for you to put all of the files for your website. There are a lot of cheap ones, and some free ones. If you are interested in a more professional site, than you won't want one of the free ones. Generally, the free ones will give you a web address (URL) of www.nameofhost.com/YourWebsiteAddressHere. But if you search, you'll find some hosts for like $4/month plus free webaddress. Do a Yahoo! search for a directory of web hosts. If you're anticipating a lot of traffic, you'll want a package with a large data transfer allowance per month (how many GB's [gigabytes] per month allowed). Something in the 25gb and up range. Most of the time though, the cheap package is good enough and most hosts will let you upgrade if necessary later on. If you will have a lot of files on your site, you'll need a host that gives you more space, but again, the cheap package will be good enough for now. You also want a host that supports PHP and sql, as a lot of websites rely on these technologies and it's pretty much standard for a host to support them.
The next thing you do is pick out your domain name. For example, www.thisismyawesomesite.com. Go to www.godaddy.com and use their tool to see if your desired web address is taken. If it is, it will give you some ideas about what else you can use as a domain name. Often, .com is taken but .net isn't. Just play around with it.
Now go back to the webhost you choose and sign up for their services. They will give you an email address and password to login with, as well as the url to login at.
Here is where your programming knowledge will come into play. At minimum, you need to know a bit of HTML, the most basic language of net programming. A basic page is probably the most you'll get with that though. Then probably CSS, javascript, php, sql, etcc...

All you need is a domain name and a host server. Then you have to create a web page with microsoft frontpage and upload it to the host server.
