It's pretty difficult as there are many prejudices in this country to foreigners. But it can be done as long as certain requirements stated in the Constitution are fufilled.
Some of the requirements include being a resident of the state you intend to run in for at least ten years and be an American citizen.
I personally think it depends on which state they run with and how close their ideology follows with the state's. Other factors, unfortuneatly, also play a role. Things like which country they immigrated from, their ethnicity, and their religion.
It's hard, but if they get popular enough, like Arnold, they can do it.

Long before Arnold, Henry Kissinger was Secretary of State. The only offices forbidden to you by the Constitution are President and Vice President. Born citizens only need apply.
With enough money and influence, anyone can get involved in serious politics.

As long as they're a citizen, then I think it's about the same. There are plenty of foreign born senators/congressmen. And administration officials.
You just have to survive the brutal election process like everyone else. :)
