you can make them by using

That just means it is on a web server where people can access it by typing in the your domain on their browser. You just need to pick out a Web hosting company like qualityhostonline, then upload your web page files. They will have some tutorials on their site that tells you how to do it with either Frontpage or Dreamweaver (you will need one of these programs to create a web site).
