It just stays at the blue screen. I have to use the start button to turn if off.

You have one of your background programs that is hanging. Windows shuts all the services and background programs down before it shuts off. If one of these lags, windows will not shut down. You either need to install more RAM memory, or you need to uninstall some programs that run when windows starts, like antivirus, or messenger services. You may also have spyware programs that need to be removed.

Blue screen indicates hardware/software failure. If you mean the windows loading screen, xp and 98 have constant problems with loading times during startup and shutdown. You probably need to defrag your HD and clean up your hard drive in general.

You've corrupted some of the files. Use the repair function in XP to try to correct the problem or the rollback facility.

Run scan disk with fix errors.

when you shut down make sure that it does not say restart. It must say shut down to shut down.
