A shuttle service such as Cloud 9 or Xpress will be your cheapest, fastest way. There are lots of different shuttle services in San Diego, but Cloud 9 and Xpress are the only two that I'd recommend hiring - the others are generally pretty ratty. You can book it ahead of time and they'll drop you off and pick you up exactly where you want to go like a taxi - only lots cheaper.

Why not rent a car? Public transportation is really poor in San Diego. There must be other places you want to visit in the area besides the outlet center. With a car you can go wherever you want when you want, including another outlet center to the east on the Viejas indian reservation. A small, compact rented for a week doesn't cost too much. Go on, see some of the country while you are here.

Tour bus is your best bet. They will pick you up and drop you off at the hotel. It can be pricey but they are usually the fastest out of customs. Next best is walk, you can take a bus to the border then walk, lots of walking but cheap and fast.

Trolley is still faster than driving or walking (in the long run), plus you won't have to deal with the BS from the tour guides (and their schedules).
