Communication for emergency situation; natural disasters?

how was communcation during hurricanes, tornadoes, flood, earthquakes ..etc natural disasters in the usa

how s communication after a hurricane flood
after how long was it restored , cellphones,electricity etc

my community was directly hit by Hurricane Rita and the local radio stations and tv stations had generators. There were also cb- type radios used. Once the storm passed many still had cell phone service. We actually could use our old wall mounted telephone but the new wireless ones did not work.
