I'm guessing that you simplified the homework question to post it here and missed part of the gist of it in the translation.

Chemistry is a science. For anyone to get results that are accepted by the masses, they still have to follow the scientific method in order to get recognition for the work.

If the question is "what is the difference between science and mixing chemicals?", then the answer is that just mixing chemicals together to see what will happen without starting with a hypothesis isn't science...it's more like cooking.
