I couldn't see a bus speeding, but it does make sense in the way that you put it. I suppose that if it were to be speeding, as a public vehicle, it would have to be able to have some exceptions.
Perhaps it could speed a bit if it weren't in an urban area, neighborhood, or school zone. If it were on a highway, expressway, or normal street, I'm sure it could speed a few more over the limit (more than a car or truck is allowed over).
All and all, it isn't right that it's speeding in the first place, but perhaps the driver is like any other driver on the road. Most if not all bus drivers have times to meet for other schools that they have to transport, so they need to rush, too.

Both a school bus driver and a public bus driver can be cited for speeding. It is the driver being cited; not the entity that hired the driver. Thus, the public/government entity does not wash.
The school bus driver has an even bigger duty to drive reasonably, due to little kids being entrusted in his care. Thus, I would anticipate more charges, i.e. reckless driving, being assessed against him.
Of course, since I reside in California, I only know California law.
In California, only Governor Schwartzenegger can break the law and not be cited.

Of course a bus driver can get pulled over for speeding!! That driver of a bus has a CDL (Commercial Driver's License) and he supposed to pass a road safety test. That driver is no better than anyone else on the road. If He wrecks that bus with people on it while speeding I'd fire him too!!!!!!!

As a school bus driver, the higest priority on one's job is not getting the children to school on time, but rather getting them there safely. Thus, I would imagine that not only could a school bus driver be cited for speeding, but said driver would also face the prospect of losing their job, losing their license, and possibly even worse should they be found guilty.

Of course they can get cited for speeding! Bus drivers especially because they are putting the lives of ALOT of children in danger!

Of course they can get a ticket, they are operating a vehicle and they are speeding....what makes it worse is that they had a busload of kids the driver is reponsible for...so yea he should get a ticket at the very least!!

Yes, they are responsible for operating their vehicle in accordance with the laws of that state. Also, Fire, EMS and even Police must operate their vehicle with due regard for the motoring public.
Had a gung ho fire fighter rolling a truck to a house fire. When it was over, the PD wrote him a ticket for 95 in a 45. Seems that even with red lights and siren, you must use due caution while operating ANY vehicle.

yes they can, happened to my ex brother in law - he was on the way to the school with 32 grammer school kids, going 40 in a 30 zone. got speeding ticket, 32 counts of child endangerment and lost his job.
