Twilight by Stephenie Meyer and the sequel New Moon would be at the top of my list of books to recommend. They are just so good. I honestly cannot think of a more *romantic* couple.
Sarah Dessen is a wonderful writer. I've read almost all of her books...90% of them anyway...and I've never been disappointed. Just Listen is her newest book. But probably my favorite Dessen novel is The Truth About Forever. What I love about her writing is that the relationships build. It's not see a cute boy in chapter one...and be dating by chapter three. The characters are developed. Friendships are formed. Love is found. Instead of reading that the boy is cute....we see WHY the character falls so hard for him.
Looking for Alaska is a great book too.

hi! The last book I read that was not for school was "inside the mind of gideon rayburn". It is pretty good, but a little weird. It's about a girl who is inside the mind of a boy who is new at a prep school, except the book is about the boy, and you don't know who the girl is.
another good one is "speak". it's about a girl who gets raped. it's good to read because lots of teachers make you read it, so when they do you can just skim over the parts they're asking questions about.
"this lullaby" is okay. it's about a girl who basically sleeps around for most of her teenager-hood and then she meets this guy who she really likes and they fall in love⥠(romantic sigh)
"define normal" is all right. it's about a girl whose mom is depressed so she has to take care of her, and she goes into a peer counseling program in her school, and her counselor helps her out.
"elsewhere" is a REALLY good book. It's a little fantasy-ish, but not like unicorns and magic and stuff. It's about a girl who dies and goes to this place called elsewhere, which is where people go when they die until they are sent back to earth. she falls in love with this guy who was a lot older than her when he died, but in Elsewhere you age backwards from when you die, so he's actually only a year older than her. it is really good.
if you're ever in the mood for a little fantasy, His Dark Materials series is really good and has some romance in it, but not unitl the VERY VERY end.
the sisterhood of the traveling pants is always good to read, though i didn't like the third one as much.
(sigh) I suppose you should read the Clique and/or Gossip girl novels just because everyone else is reading them, though I wouldn't recommend them myself. I don't care to know about how some rich girl's friend is having a sleepover without her (oh, the horror!). But lots of people think they're good, so you might want to give them a try.
"ttyl" is good. It's about three friends who go through sophomore year and deal with all sorts of traumatic social events that happen.

You're looking for King Fortis the Brave - while it is a YA fantasy book, there is also a budding romance between Rodney and Gillian. Nothing inappropriate and perfect for a thirteen-year-old. All of the students I've introduced it to have absolutely loved it.

"Never Mind the Goldbergs," by Matthue Roth has a strong female voice. It's about a Jewish girl from New York who becomes an actress in Hollywood.
"Looking for Alaska" is a recent favorite by John Green. It's about a group of 16 yr olds at a boarding school and the perfect kiss. It will make you think and break your heart.
