It's burning oil? The catalytic converter is bad? The people testing the vehicle should have given you some clue as to why it didn't pass.
Take it to a garage and have a diagnostic run on it if you are truely clueless.

put 2 bottles of rubbing alcohol in 1/4 tank of gas and turn your timing up it will pass then. its not burning all the gas running to cold. sometimes people put in cooler plugs which is ok but the engine doesn't run at the right temp. Bosch plugs have to be the right ones.
