You would have to provide more information to have this question answered correctly. For example, what type of personal computer you're using (desktop or laptop), Operating system (windows 98, ME, XP), when is the problem happening, etc. Is your computer booting up? If you get an error message, what does it say? Or do you just get a black screen and beeping sounds? All of this information is necessary to be able to get an idea of what is wrong and start troubleshooting the system. For starters, make sure that all the components like the mouse and the keyboard, are correctly plugged in the correct places.
Also, have you tried calling the Tech Support line of your computer brand? Most, if not all, the computers have Tech support lines that you can call. Some of those lines are toll free, but there are some that will charge you (check first, if you don't want to pay). The techs in those lines are trained in the models that the computer company sells, and they have a better idea of what components you have installed in it, and thus, can usually diagnose the problems better. Besides, if you have some kind of warranty, and they determine that you have a faulty component, you can probably get it replaced by them. If you have another computer, you can also check the FAQ's (Frequently Asked Questions) section and troubleshooting sections of the computer brand that you have.

A little more information is needed to answer this question. When exactly does the sound happen? What error messages do you get? Does the PC boot up? Do things work if/when it does boot up?

*IF* yuou're talking about "beeping sounds" those are Error "codes" for something wrong with your computer. Check this link for error code descriptions........
