I would suggest that there is no difference. It's much like saying that there is a difference between Dutch and Belgium Antisemitism.

Reminds me of a colleged discussion on Reverse Discrimination. It's a phrase bandied about, but a professor reminded us that there is no real difference. Discrimination is simply the recognition that there are differences. Unfair discrimination is just what it sounds like. Doesn't matter from what direction.
