I suppose you mean which race/ nation has the people with nice and healthy hair!
Well, gene wise, all have, especially Indians, Chinese, Mediterranean people.
To keep the hair healthy, the water and washing media, as well as food and health should be good! This greatly depend on the social and financial status of individuals!

India! Their hair is so gorgeous even in some of their religions they don't want you to cut your hair (Sikhism)
