If you consider them to be the same - they would both hurt like hell. If you consider a whip to be one strip of leather, and a lash to fall into several smaller strips at the end - the lash.
I find it peculiar that you are asking this question. I have no personal experience with either - I read a lot.

If I struck you with a blast of "Reddi Whip" and it landed right in your open mouth, it might be a bit less painful than 20 lashes with a wet noodle on your nose. Of course you might actually end up with whiplash, trying to run away from me while I assaulted you with various kinds of food.
