it is true that is the name of President Bush's mother, but, by 'Barbara' he means a classic name for a syllogism constructed of all universal positive terms. It is a name from scholasticism.

A --> B is equivalent to -B --> -A

Deriving B from the conditional, given A, is Modus Ponens...
Deriving -A, given -B, is Modus Tolens.
