I pretend to read a book, elaborate a summary and sell the summary to the public, I even pretend to make public presentations on the summary. Is this legal or I will have copyright or other legal problems?

You "pretend" to read the book, and then tell people what it's about? That's fraudulent. And I don't think it's a great money-making scheme anyway, if that's what you're thinking. Who cares what you think?

Depending on the state you live in it would be major fraud. This is ridiculous.

yes it is, plaugerism, is an offence under copyright law.
