On a scale of 1-10, the Accord would rate a 7, while the TL would rate about the same, but rate an 8 with performance tires. The TL actually handles slightly better than the Accord due to a stiffer suspension and higher rated tires, but this is offset by torque steer caused by the more powerful engine on the TL.

The Acura TL was definitely engineered to handle and perform more greatly than the Honda Accord, not on purpose of course, but that's what a performance luxury division has to do . . .

The two cars are obviously in different classes and different price ranges.

The Honda Accord is just a lame family car with unimpressive handling, and, compared to other cars in its class, very poor brakes.

The Acura TL is a much superior automobile. However it is probably not worth the extra $9000, and it is inferior to most other cars in its category and price range.
