what makes a song be heard in the radio, is it influece of record labels ? is it the public that choose that song ? what radio stations take in consideration to play a song in the radio ?

Well, there are a few factors. A single will be distributed by the record label to the radio stations. Ultimately it's up to the music director of the station if the song gets air time or not. Also, certain radio stations are "satellite" stations, meaning, they relay the song's popularity to the charts and all that fun stuff.
