According to JSA Classified, the hole on the front of her costume is where a symbol was supposed to go, but she was never sure enough about her origin to put one there. After Infinite Crisis, she found out she was Supergirl from Earth -2. But since there already is a Supergirl, she kept her costume and her identity the same.

david t has it right, and is one of the reasons I don't like this character. Supposedly, she is a "hold-over" character that got left on this Earth after the Infinite Crisis on Infinite Earths conflict, and was considered Superman's cousin from an alternate Earth. I STILL am not certain about her, and wish they'd write her out of existence. Nice Bazooms, but a big breast, a superheroine does not make.

That is a great question and a little complicated.
Powergirl is of either Earth Two or Three, that is why she does not wear the S.
Different earth.

her origin has been changed repeatedly and totally messed up by writers over the years, i think currently she isn't really related to superman in any meaningful fashion and so she has no reason to wear the symbol.
