Who exactly is the new guy in "Dead Man's Chest"? The one who arrested Will? I've seen the film twice but I haven't figured him out yet. Could someone please tell me? Thanks :)

Lord Beckett. He is a head of the East India Trading Company. They haven't said much, but I guess we'll find out more in the third movie.
