This is the Upper Kirby district. It is adjacent to but not part of River Oaks as one person said. Putting the English style phone booth and and mail boxes in is part of an attempt to give this particular section of the Inner Loop an identity, or at least a different flavor from other surrounding neighborhoods in the area like West University, River Oaks, and Montrose. Since Upper Kirby can also be represented UK the style would decidedly be English.

The Phone & Post Boxes you saw, if indeed they were on Westheimer, were in the River Oaks Area of Houston, (Read, lotsa cash, baby), River Oaks is a very Wealthy neighborhood, and they have adopted the British boxes as their signature style.

The English pone booth is a national landmark and you will find one
or more in several other places, both in the USA and elsewhere.
You will also see the red Double Decker bus and an English Austin
taxicab in several places. These are nostalgic sights that will never
die, and I think it will not be very long before these (and other)
British landmarks, which are quickly disappearing, will fetch very
high prices in foreign countries. It is all about nostalgia, but I think
it is a courtesy to our country, don‘t you?

If they can have a London Bridge in the middle of a desert then why not post boxes and phone boxes from the UK littered about the place.

I think the old ones were sold off for a bit of money, so anyone that wanted one could get one. I've seen pics of an old style phone box being used as a shower.
