Do one color first, make sure you have a drop cloth on the floor, then wait for it to dry (2 days). Then put masking tape on where you don't want the other colors to go(edge of floor, corners of wall where two colors meet) and do the second color.
Than install flooring/carpet

Because basements sometimes flood be sure to use water proof paint. Also you might want to paint bold strips with both the colors like 24 inches each going horizontally. Hope this tip helps.

Seriously though you must first and foremost make sure the basement is well ventilated for fumes to escape.
If not possible paint one wall at a time and go upstairs for air.

make sure you have ventilation. Paint the ceiling first. Floor next, the the walls. Check with you local hardware guy about moisture and other enviromental elements to look out for in your area. Don't do it on a rainy day, it's just depressing to be stuck in the basement on a rainy day.

If you have dampness in the basement, there are special paints that will commentate the basement walls....Ask the salesman about what paints to use.
Try painting during the driest time of the season....the paint can take longer than necessary, otherwise.
I have heard of people using outdoor weatherproof paint in their basement...

put a old shhet on the floor so you dont get any paint on the floor, then primar the walls let it dry and then paint the walls with a paint brush let it dry and do it again! good luck!
