All the middle east is in a war against the west and the only way that can do any damage is terrorism. So they are all giving some sort of back hander.

In the cities they are fighting terrorism, but the government has no control over the countryside where people support terrorism.

The government does not support the terrorists. Up in the mountains where there is no police or army, I suspect the people support whoever is occupying their town at any given time.

A portion of the government doesn't but I think another portion does and a large part of the population does. There are large parts of the country that are no mans lands for the government, and alot of that activity is happening there.
