Well, that would depend on what jurisdiction you mean. Are you in the US? Then it would be any military vehicle, lots of government automobiles which are for the use of bureaucrats, etc. Outside the US, it is quite possible that nearly everything is government-owned. Is the problem that you are not familiar with the word "conveyance," perhaps? It's just another name for "vehicle," something used for transportation. Cars, trucks, buses, boats, airplanes, are all conveyances.
