i am 15 and we might be going to this festival type thing tonight and my friend is going to be there but my mom is really strict and will make me stay with her

You are going to be a parent someday. And most reasons why they do not let teenagers like you to hang out with your friends is it is likely that their experience during their same age as you which to their parents was not good and now these days they hear much worse. That is one point.
The second is, if you plan to go with your friends, try a week or even two weeks before you ask permission (because you are still 15) and as much as possible let your parents know your friends personally and let them be a familiar face to your mom.
Builiding trust is a must. That is not invading your privacy, that is not making you a robot, that is notbeing selfish on the part of your mom, that is purely shaping you to be an honest and responsible person which later on you will be proud to be. Not by fear but by love.

Is your mother strict because she is over-bearing or is she strict out of necessity - as in, do you behave in such a manner that you require her to be more diligent with your rules and such. Be honest about it (at least to yourself) and if you have been doing things that you know you shouldn't then you know that her being "strict" is what your actions have earned you. Otherwise, sit down and reasonably, rationally talk to her and ask for a little more leeway. And don't blow it.

Be obedient all day. Then a couple of hours b4 the time of the thing, ask her. Let ur friend persuade her too. Tell mom u'll be home by a certain time. (ie early)

My parents are the same way,except I'm 16 and I can't ever see my friend unless I go see him at his job,which absolutly sucks because I used to work there with him and everytime I go in there everybody bothers me about whats going on between us(which pisses me off cause I'm there to see him and they are way,way too nosey)but I still go there sometimes :(.Anyway,I don't really think there is anything you can do to change her mind.

see if you can go with your friend as long as you meet up with your mom ever so many minutes (30 min) if not may be yall can hang out in the area your mom is in but still keep a comfrontable distance.

ask her can you hang out with ur friends and tell her that u going to be really responible. but don't whine when you say it cause then she really gonna think that you not responible.
