This has got to be one of the biggest bullshit story's I've heard. If some one shoots at you, and you know who it is, call the police. You can't buy a bullet proof vest unless you are in law enforcement. You could get one on the black market that has been stolen from the military. But what for, call the police.

I believe that citizens can't buy vests due to laws against owning body armor.
If you live in a state where owning body armor is legal, then any police supply store should have them.
