You could get by with a 1GHz Pentium 3 Laptop.
For extra brightness you could get a notebook with an X-Brite or CrystalView LCD screen. (except that will raise your price up)
All dekstop and notebook PCs can print via USB.

Dell has some inexpensive entry-level systems. They also sell refurbished systems.
