..I haven't had a proper answer to this since playing Smack v RAW 06 on the PSP.

Apparently, if true, it's called the Virgil Runnels III (Goldust) act... but for what reason?

yes it can change hands it is called the virgil runnels III because
he was the first person to win a title in the cage

It's not true it was just something that was made up to shrew the person who beat HHH out of the championship and The King was just agree with the statement because in the game he likes everybody that the crowd doesn't.

If the title is on the line, it doesn't matter what kind of match it is, or when the match is.

If you lose the match, you lose the title.

With the exception of, if you lose the match by D.Q. then you retain your title, unless the match stipulations say otherwise.
