Certainly. Most companies will chose software that has a broad user base, but some require the use of specialized software. So if a vendor wants to do business, they'll use the required software.

A company can and should specify its requirements to all its vendors.

yes... if you want to do business, they certainly can... Big Box retailers like Wal-Mart do it all the time...
