Hey, does anyone know what the hippy who hangs around with Stan's uncle, I think it is, who uses those devices to keep his voice one tone under his chin/throat called?

ned and he has had a tracheotomy. i can't remember what the device is called, maybe a mechanical voice box

That's Ned and he isn't a hippy. He doesn't use the device to keep his voice one tone. He uses it to SPEAK. As was said it is from smoking too much. You can't actually speak anymore so you have to hold that thing there to talk.
