How can I eliminate this problem?

Whenever you do something to a jpeg, you have to re-compress it and lose quality. However, you can try changing the compression/quality level when you save the picture.

jpeg images when scanned have a fixed resolution. You should increase your resolution when you want to have larger images. The original picture must've been caught on 800 x 600 or a lower resolution, indicating the fewer number of pixels. The higher the pixels, the higher the resolution, the higher the file size, the better the pictures. You can also check if you can convert it to a gif file.

jpegs never degrade when the size gets decreased.
They degrade when you increase their size. And that happens because the few pixels now have to cover a larger area.
But I have a solution that allows enlargement without picture degradation...

because they're made up of pixels... the smaller the area the less pixels fit in. Try increasing your resolution to at least 300.
