If you want to be an ESL teacher, interpreter or translator, do Linguistics. If you want to work for a government, multinational corporation or non-profit organization, do IR. A double-major in IR and a useful second language (Arabic, Spanish or Mandarin right now) would set you up for a nice, cushy job at a multinational firm.

I would suggest going for International Relations. If you were in the military go with Linguistics.
I think International Relations would be more worthwile.
