This may seem a little strange.. but I did this for my ex-girlfriends brother.
You're a chick though-- so, maybe this won't help afterall.. I'll spray it anyway.
Before... Brandon (the guy I was helping) graduated... and went off to jail for burglery...might I add, I hired a bumb to scare him-- to keep him in school.
His mother and step father were always telling him they were going to kick him out if he never found a job. --Well, he always manipulated them, and finally they got fed up with it. So, I said I'd take care of it.
One day, I went out to one of the dirtiest overpasses in Houston. I hired 4 bumbs to help scare Brandon.
First, I paid them all 10 bucks, and bought them lunch, and beer ... lol go figure...
Then, I explained the situation. Well, later that night, I picked up Brandon and went downtown. There is this music store he loves-- it just so happens to be next to one of the dirtiest overpasses in Houston.
I acted as if I had to go home, and that's when the bumbs spotted my car, I waved them over, and I left.. Brandon went inside...
I really don't know what happened-- Brandon was too scared to talk about it when I finally came back. I think the bumbs did a really awesome job. Brandon said something about how the bumbs kept on saying that they wish they finished school cus they don't have a life...
.....Sad, but it worked! 2 of the bumbs still hang out there once in awhile.. After his graduation, I awarded the 3 .. (at the time) with another lunch, and then took them to the Homeless Shelter Star of Hope...and that was that.
You're not a guy, and I really can't imagine a chick hirering bumbs to scare her brother... But, if you could do something to that extent-- by scaring the living daylights out of him-- to make him feel as if he would end up "like" them or "that," than it might just work!

He must have dreams? What are some of his
interests. Does he talk about what he'd like to
be after he finishes school? Let him know that
you care about him. What do your parents say?
It would be to his benefit to finish and that will
allow him to obtain some degrees later if he
wants to further his career. Does he struggle in school.
He might be feeling over whelmed with the work
load. See if you can find him a tutor if a requirement.
Support him as much as you can than the rest is
up to him. Do you have a career councillor that can
give him some ideas to help him with staying in school.

Everyone's situation is different but the more we learn, the harder we work today will only give us a easier life later.
I have seen many people who drop out and only to work hard in low hourly jobs for the most of their lives. I have also seen many people who work hard in school (all the way to college and grad school) and have a nice easier job and high pay.
The never changing truth = You reap what you sow.

Tell him this FACT: high school grads can expect, on average, to earn $400,000 more during their careers than a high school drop out. So, unless he has arranged for a great job, dropping out is like walking away from almost a half a million dollars!!!

Trust me after he finds out the GIGANTIC difference between a high school diploma and a bachelor's degree, he'll want to stay in school. Tell him the positives and negatives of staying in school vs. dropping out. Use the above website to help you.

Depends on why hes leaving.
Have him atleast get his GED. IF hes having problems in school see if he can get tutoring etc.
If hes just sick of it your parents should tell him he either has to work full time or go to school and graduate.
Or maybe get him into vocational school so he can get a decent job.
( And Im sure Ill get in trouble for this, but after he works in a fast food restraunt or other low paying job he might get the hint)

Have him spend a day or night at a homeless shelter, and have him see what life could be like without an education.
I know a lot of homeless people have degrees, but a lot don't. It could be a good wake-up call.

Dont advice him, because no one will listen if advised.
Take hime out make him calm and start....
