You need to consult some S/M websites or books that can give you safe quidelines for play. You won't get very good answers from this yahoo board.
The frying pan is definitely too heavy for long, sustained fun. Try something about 1 pound (450 grams). I suggest a heavy padlock or two -- they are small but heavy, inexpensive, are easy to attach to stuff with string, and can be used in various (sexual and non-sexual) ways.
Twine is also a bad thing. Switch to shoelaces or other soft but stable string of some kind. Shoelaces come in various lengths but get some about 65 to 70 inches (1.7 meters) as those should be long enough for fun activities.

As far as the penis goes, it really depends on a bunch of things. Some people have a higher tolerance for that sort of thing. But in any case, you should not wrap anything tightly around his testes!
