This is just guess work...but I would go with Las Vegas. It has an amazing revenue and needs to keep the punters there in tower block hotels spread on the Strip and Downtown.

Las Vegas may have the highest number of beds, but not individual hotels as most of them are 3000 rooms +++

Depends on how you work it out statistically. Per head of population Lourdes in SW France has the highest number of hotel beds per head of population.

On religious holidays, such as Assumption, the population of Lourdes can easily triple with the religious faithful making their pilgrimage to Notre Dame des Lourdes Basillica.
