a university is the entire school, and the college are the smaller schools within the university (ex: school of business, or science lit and arts

The answers above are partially correct, but there is a major difference between a college and a university.

A college is strictly a 4-year degree school. Universities also offer graduate degrees (MA, MS, PhD, EdD) in addition to the 4-year, bachelors degree.

A university has graduate students while a college is all undergraduates. A college can be part of a university (for instance, Northwestern University is broken down into smaller colleges, such as Weinberg College of Arts and Sciences).

A quick update to an answer above - the College of William & Mary is actually a university, achieving modern university status in 1967. The name has been retained in honor of its great history.

As for college only issuing bachelors degrees, here's a counter example: College of William and Mary in VA, they are called college but definitely offer graduate programs.

Universities offer extended education (Master and Doctor degrees), whereas colleges (which are usually smaller) offer only 4 year programs.
