Either Chelsea or Liverpool.
Chelsea have a strong squad since they can spend a tremendous amount of money to buy the players that they want. In this way, they can attract many good players to the club. They also have a good but hateful manager, Mourinho who can manage the team pretty well.
However, their recent performence suggests that they may drop points in the beginning of the season. But I believe they will get back on track very soon.
Liverpool have improved a lot with their squad by signing several competitive players. Their squad can even be divided into 2 competitive teams which can survive in the Premiership. With a tactics expert, Liverpool is surely capable to challenge Chelsea. If they can improve their performence in the beginning of the season, I think they may even have a greater chance.
Remember that the first season when Benitez arrived, Liverpool is 37 points behind Chelsea. After a year, Liverpool is just 9 points behind.
Luck may also be a vital factor. In 2005, Liverpool suffered a lot from players injury. In 2006, Arsenal also suffered from this too. Both teams had disappointing performence in those years.

Liverpool or Chelsea. Hopefully Liverpool. Liverpool have the stuff but can they use it. It helps Liverpool beat them in the Community Shield. If Chelsea keep splashing out the cash. There'll be no good players left. They're already limiting alot of teams.

Even though i am not a footy fan anyone of the premier teams can win,but i think chelsea will win the premiership.
