Of course he is! I don't believe him in the least.
First of all, he says that he picked her up from school that day. Tell me, what child goes to school the day after Christmas Day?
He has nothing to lose by lying, he's already up on charges from a child molestation case anyway. If he's going to fry for that one, why not make yourself famous in the process, by going down as the man who killed Jonbenet?

you really don't know until the evidence found proves his story or doesn't. My opinion is that he could be covering up for the real killer, as his profile fits someone that does that: sick, disgusting, and strange. But he could be the actual killer, sick of living with it, maybe having nightmares of it....but, in any case, I hope that the person that did that will be punished. He, or she, has ran for too long. Way too long o_O
