This excludes dying their hair. I mean naturally blonde. I have been wondering about this just because it seems odd that most asians have black or brown hair naturally.

An albino Asian could be blond. Well actually their hair would be white, but close enough.

I don't think so. The fair hair gene is generally recessive, and most Asians naturally have dark hair which is the dominant gene. So if a dark-haired Asian have a child with a fair-haired Caucasian, the dominant gene will still take over and the child will have dark hair. It probably won't be bright yellow blonde, but maybe light brown/brown, like an even-out effect.

I seem to recall a PBS program with some personality visiting a nomadic group in Mongolia and there was a woman native to the group that was blonde. I think the program was about tracing DNA sources

yes they can!! blonde-hair gene is recessive but there still a low percent chance that blonde hair would come out...this is of course, on the case og half-asian, half-caucasian ppl..
and...
asian who are albinos. YES,ASIANS CAN HAVE ALBINISM... i saw many of them... i even saw a couple with all their children afflicted with it..they all got the blond hair and eyelashes and brows.. they look like their parents, except they have light skin and hair.

I don't think so, as long as they don't have any foreign genes in their make up. (It's the same reason that African American people all have black hair, you don't usually see any blonde ones unless they have dyed their hair or are using a wig or have some other genetic material running through their veins).

Dark hair is the color for that gene pool, if we are talking about pure bred Asians.

I would say yes...I have seen african american albino kids with blode hair. I would think that asians could have albinoism...

Uhhh... no. hahah cute question though. Yes we do have dark features all of the time, well naturally of course.
