OK, first, please stop shouting (i.e., turn off your capital letters, please!).

Thank you!

Now, the website you requested is below. It is the U.S. Department of Energy's Energy Efficiency and Renewable Energy site -- hope that is official enough for you.

In a nutshell: Incandescent lights (or bulbs) should be turned off whenever they are not needed. For most areas of the United States, a general rule-of-thumb for when to turn off a fluorescent light is if you leave a room for more than 15 minutes, it is probably more cost effective to turn the light off.

Check the link for full details.

Glad to be of service.

P. S. If you have full caps on because it makes it easier to read / see the question, try going to your top menu, select VIEW, TEXT SIZE, LARGEST -- I have had other people mention that this is why they do it and this has helped them.

Outten the licht!!

Off-no matter what type you have. I ran an Energy Star awareness program for my state, and have a lot of energy conservation training. Turn off the flourescent lights as few nowdays have the ballast issue that once was prevalent.
Also use compact flourescent bulbs to really save a lot of energy

No real offense but DUH!!!!

Unless you have huge blocks of stock in your utility company don't you suppose that when a light is OFF you aren't using ENERGY. A flourescent if the ballast is any good, will use less, but the meter wheel still spins.

Beyond that, I've never tested any claim of a lightbulbs life span, nor do I care to. They are certainly cheap enough to replace, and don't use nearly as much energy when OFF,,,as they do when ON.

Three minute rule they say it uses three minutes of electricity to start up a light bulb. So if you are going to be out of the room for more than three minutes turn if off.

It usually is cheaper to leave on if you are only going to be out of the room for a10 minutes or less. Otherwise turn them off. Check with you local power company as they normally have a customer service dept. that can answer these types of questions or maybe even provide a brochure.

depends what type of lights you use and how many watts they have. but not caring on how much they have or how much energy they waste you should always try to keep them off when you don't need them because you can save up money and energy and money for other people.

Good question. I've kept lights on before - hearing it was cheaper. Well, I didn't see any difference in electric bill, but I did have to buy more bulbs...
