Don't fax in a resume period, unless you are also mailing in another copy of it. A lot of times offices will skip over resumes that come in over email or fax and pay more attention to the ones that came in the mail or handed in in person. It shows that you as the applicant put more time and effort into making sure the company sees your resume. It shows that you are more serious about the job and they are more likely to call you for an interview. But yes, if you fax it there needs to be a cover letter addressed to a specific person, the specific job you are applying for, as well as your contact info. Good luck.

Firstly, is it o.k. to fax the resume to the company? If so, then send the cover letter first. Then, fax the resume.
If not, put the cover letter on top of your resume and mail it to the business address.
Be sure the cover letter and resume are impeccable- no typos, spelling errors, etc. If you see one or two, fix it right away. I have known interviewers to toss any resumes with mistakes in it. They believe if the applicant doesn't care to fix the mistakes, this will show up at work, too.

Before, because the cover letter introduces you and states the objective of your resume'. Even if you don't have a lot of "experience", you will be able to dredge specific details of what you did on those temp jobs to "increase productivity" and provide "efficient customer service" to give the temp agency a good name. (I worked through Kelly Services for three years, and I understand. I didn't list every job I got through them, but I listed the characteristics of various assignments.)
What is the first impression of you that the interviewer (who may or may not be the person you'll work for) will see? That's what you want to convey in your cover letter and resume'. Good luck!

You should fax the cover letter first if only because if the fax paper is one long piece the cover letter should be at he beginning.
