Not a website. BUT...if in a Word doc go to Insert\Symbols then scroll through and find the symbol you want, click on it once it will show at the bottom the shortcut key for it. for instance pressing the alt key and 424 on the keypad does the inverted question mark...

In microsoft word select insert from the menu and then symbols. Pick the letter with the tilde or whatever and say okay.

you just want to insert a symbol...that will give you the entire letter with the punctuation attached

it's under insert > symbol

but i'm not sure if it's edit, tools, etc
