In High school football(american football) is there one person or council that oversees them all? Is there one giant leauge across the nation with different divisions? I know different schools are borken up by size but thast all. Can anyone explain this to me?

The NFHSA is the national governing body of high school athletics. Each state association drafts rules and regulations for each respective sport based on NFHSA regulations. There are but two states who do not adhere to HFHSA guidelines for all sports. They are Texas and Pennsylvania who for instance use NCAA rules for football instead of NFHSA. Texas and Pennsylvania to the best of my knowledge do use NFHSA rules for certain sports, but I'm unaware of which ones.

The only governing body that I can think of is the NFHSA, the National Federation of High School Athletics. I believe they govern over all high school athletics, not just football though.

I don't think they should be allowed by anyone at any level of competition. If you get knocked out on the field or have a concussion, a trainer needs to be able to look into your eyes to assess any sign of brain trauma, and you can't do that with a tinted eye shield in the way. And until you have some idea of the extent of the damage, you can't remove the helmet to treat the player because of the risk from a possible neck or spinal cord injury.

Usually the athletic associations of each individual state oversee and gorvern all high school sports of that state, including football.

It is broken up by state. I really dont think there is a nationwide council to decide on rules and placements.
