I don't think they started out as different genres, but they are definately different today.
Rap is the uneduacated, drivel that populates the airwaves. There's not really any talent except being able to recognize when to refill your glass and when to stare at an a** (see, I could of been a rapper...)
Hip hop is what rap started out as, an intelligent spoken word song illuminating the plight of the artists people or enviornment. Today it's just not profitable to be in hip-hop as it uses big words that most people don't understand.
To illustate:
Mos Def is hip-hop:
"Well, from my understanding people get better
when they start to understand that, they are valuable
And they not valuable because they got a whole lot of money
or cause somebody, think they sexy
but they valuable caause they been created by God
And God, makes you valuable
And whether or not you, recognize that value is one thing
You got a lot of societies and governments
tryin to be God, wishin that they were God
They wanna create satellites and cameras everywhere
and make you think they got the all-seein eye
Eh.. I guess The Last Poets wasn't, too far off
when they said that certain people got a God Complex
I believe it's true"
Lil Jon is rap:
"I can't afford bigger, how ya' figga'
that you gone stop me from stacking six figures
Now you hating on me, because my game so tight
And could you be mad because I f****d ya' wife
Well it's true, that's the price ***** check that hoe
I'm from the ATL player, wear that reckland ro'
So stop talking all that ****, and trying to buck
I'm popping off at the mouth, we get cha' f***d up, now what's up"
Which sounds more intelligent to you?

They are 2 types of music. Hip-Hop is more urban and can be mainstream like 50 Cent or Nelly. Rap music is more edge to it, and it doesn't get as much recognition, like Juelz Santana or Tupac.
