I would set up a united states of the world with a constitution like USA but better, more like french but updated with all our knowledge and in light of our technology.it would acknowledge the declaration of human rights that was approved by the UN some years ago.
each state woud have a certain autonomy in special areas adn be obligde to obey some world laws too. each state to have reps to the world congress with votes depending upon population and also votes in a senate that are each equal( like usa)
the world government would have a triumverate of presidential leaders, one female, one male and one wild card of either. they would vote on any executive matters.these would be elected, one by south hemisphere, one by north hemisphere and the wild card by both.9 generes would alternate each six years at election time.
all government officials would receive minimum wage of all other wrokers, including the presidents etc. all people to have equal health care. minimum wage would be enough to suport a family of 4, including a modest home owned free and clear,( interest free government loans on homes) and be non taxed income. any income over the minimum wage would be subject to a flat tax of 20% to go to the world government for infrastructure etc. states could tax any amount above minimum wage at 5% to pay for schools etc.
all people would be given jobs to do, even disabled, and receive minimum wages. if a person does a better job that ordinary he gets bonuse but these are taxable at the 20% rate.
the idea is to buld a world of freedom and fairness and justice for all.

I would let (and help) everyone to move to the location on earth they wanted to live. Then I would do away with all forms of country and states and just make the world one giant country. That way there would be no territorial wars.

Put an end to all wars, racism and bigotry. Improve our national health service 100% pay our Dr's and nurses what they are entitled to, they are worth their weight in gold. Also our fire and police service. These people risk their lives every day on our streets, they go out to work every day not knowing if its going to be their last, for many it is.
