If honesty is what you want, then here is the most honest answer I can give, then it's up to you to decide for yourself: There is no such thing as "safe". There are only different degrees of security depending on the state of the area in question. I don't know much about Blackburn, but I do know that no matter where you go, there will be dangers. Actually, even where you are, there are dangers, only of a different kind; a more familiar kind. Basically, my best advice is just that you make a choice based on the positives rather than the potential negetives. Any choice based on fear will leave you empty handed. I'll give you a personal experience: During the summer of 2004, I had plans to visit friends in Sri Lanka and my Mom, with the best of intentions, also tried to scare me out of going. Now, I don't know how much you know about Sri Lanka, but let me put it this way, it is one of the most beautiful tropical island countries in the world that just so happens to have a war going on at the northern tip. In spite of the fact that I have never even flown before in my life, the conflict in the north, and the ever present possibility of catching an illness, I went with one other young girl, to meet our friends there. We had a wonderful time! If I had not gone on that trip, I would have regretted it. Later that same year, the tsunami hit the island and destroyed some of the areas we visited. Allthough it was a very sad event, in my mind, the memory of those places and the beauty there are still in tact. I even wanted to go there again after the tsunami to help with relief efforts, regardless of more potential natural disasters or what have you.
The point is, fear freezes. Do you really want to be stuck?

Well I live in Oswaldtwistle which is about 3 miles down the Rd. Blackburn like the rest of Lancashire ought to be bomed, its a horrible place mate go somewhere else, preston isnt to bad and thats 5 miles aswy from Blackburn. Blackburn is as its name sounds Black and it needs burning

it all depends on how the people are in your area. I mean even the best high price areas have their bad apples. Best way to know if the area is bad is to check the windows if they are bared up then its time to move out of the hell hole.
