If it is done purely for the sake of vandalism, then no. I think it could be though. I've seen some beautiful graffiti.

It is more a craft rather than an art. Graffiti painters use lots of cliches, common graphic elements and formulas among themselves, most of it is just decorated typography. Graffiti work does not provoke the same deep raw emotions one can feel when looking at a piece of art but it can be a great tool for developing artistic skills Jean-Michel Basquiat began making graffiti and later became a great artist.

the style of writing and drawing used in graffiti can be considered art. There is a difference, however between the mindless vandalism of some graffiti "artists" who just daub their so called tag all over buildings and those people who spend time and effort in creating graffiti that is actually good to look at. One guy in my local paper was in trouble with the police for graffiti and got community service - he's now using his talents to benefit the community by decorating carnival floats, and himself by getting commissions for projects such as creating murals on nightclub walls. So Yes, it is art, just some is bad and some is great.

It can be. The majority of graffiti, in my opinion, is simply vandalism. It depends on where it is done from the way I see it. If it's done on your own property, and is actually artful (not just meaningless scribbles of paint), then I think it can be considered art. Actually, for that matter, it doesn't even have to be your property. If you have permission to create a painting somewhere that just happens to be in the graffiti format, then I believe it can be called art.

Though it may not look like art to some, graffiti is certainly another way to express yourself--mostly the lower income people who are trying to get noticed.
Even though I don't personally like graffiti, I still consider it art.

it depends if it is like on a wall and shows sort of like a story then yes but if its like a bunch of gang signs then NO.
