Google only updates the visible page rank once a quarter. They are not always on time, but we are within a week or two of the next "scheduled" update. Your new site may already have page rank, but you won't be seeing green in the PageRank option of the Google Toolbar until they do another update.

If only.... Search engines run on money. But they will tell you, that if your site is popular, you will get higher on the list. But greasing the palms will always win.
