I think you need to give clearer details in your question.
An unborn baby doesn't breath on it's own until it is born. If it hasn't been born yet, then it gets all its oxygen from the mothers umbilical cord.
Do you mean to say the baby's heart isn't beating on it's own? It's lungs aren't developing anymore? Is your daughter in labor? What exactly is wrong with him?
Please restate your question with more detail.

At 31 weeks this does not matter. If it does deliver now, then the hospital can intubate and assist the baby. Fetal lungs generally do not mature until 35 to 37 weeks anyway. Why are you worried about her at 31 weeks? The baby still has plenty of time to mature.

First of all babies do not breath before they are born. She will need to see her OB doctor to make sure the baby is doing OK, but apparently you should know that babies do not breath inside the mother, only after they are born.

If he's not breathing inside the womb, the only thing that can be done is an early delivery. He's already made it to 31 weeks...chances are he may do okay if he's delivered now. It's true that the closer to 40 weeks, the better chances of survival. But doctors can't help him breathe if he's inside the womb still.

He isn't breathing on his own if he's still in the womb. Babies used the umbilical cord to get oxygen from the mother. You may want to get your facts straight before asking this question.

um i don't know who told you babies breathe in the womb but they were wrong. baby get all of their oxygen from the mother they don't breathe until they are born. research pregnancy a bit more and then come back and ask a real question that makes sense.

If the baby is not getting any oxygen from inside the womb she needs to go to the hospital immideatly. But only a doctor would be able to tell you that hes not getting oxygen. How do you know that hes not?

Your question makes no sense. Babies don't breathe in the womb. There is no air in there. They get oxygen through the blood that comes to them through the placenta.
