You know, the ones that make reading the number virtually impossible? Why would someone do this unless they had something to hide... which seems would make them automatically suspect? Isn't it sort of like cutting off your nose to spite your face?

For tolls and photo radar trap, they take a picture of the license plate and send the bill for the toll or the fine to the registered owner of the car. The license plate cover reflects the camera's flash back towards the camera, making it difficult for the camera to get a good picture of the license plate number.

Anything that covers the license plate is illegal!
That stated, consider this.
The police need a violation of the law, or "reasonable cause" to execute a vehicle stop.
So most officers will "look the other way" regarding minor infractions or equipment violations.
NOW, if an officer suspects something is "hinky", if there is a license plate light out, or a plate is covered, or there is the wrong color lamp in the tail light, or a cracked glass. or (????) they can use this pretext to stop the vehicle, legitimately.
MANY crimes have been precluded or at least solved by this strategy.

It's to avoid paying automatic tolls and fines for red light cameras.

Not ethical but unfortunately a lot of people do it.

idk! you'd think they would be illegal.

if we can't read them, then cops certainly can't ... if they're going to make us have plates on the back AND front, then they should definately be readable, that's for sure.
